ANP approves the public hearing prior to the Gasig’s pipeline Incremental Public Call
On March 17th, 2022, The Brazilian National Agency of Petroleum, Natural Gas and Biofuels (ANP) approved the public consultation for contributions to the Public Call Notice and draft transport contract, to be used in hiring incremental capacity of natural gas transportation through the Itaboraí-Guapimirim pipeline (Gasig), which will be built by Nova Transportadora do Sudeste S.A. (NTS).
In the terms of the New Gas Law (Law No 14,134/2021) and the current ANP’s (Regulations No 11/2016 and No 51/2013), which respectively regulates the access to transport capacity and authorization for shipping activity, the access and allocation of transport capacity takes place through the Public Call process, which may be conducted indirectly by the carriers, under supervision of ANP. In such proceeding important conditions for the hiring transportation capacity are settled, as the Maximum Allowable Transportation Revenue to be earned by the carrier and tariffs of reference to be applicable to firm capacity transportation services to be hired.
The public consultation proceeding will take place within 15 days and, afterwards, NTS will indirectly conduct the Incremental Public Call.
The Gasig project will be 11 km long and have a nominal capacity of 18.2 m³/day. It will enable the flow of the natural gas allocated under the pre-salt of Santos’ Basin, which will be released by a pipeline named “Route 3” and processed in the UPGNs of Rio de Janeiro Petrochemical Complex (Comperj) towards the integrated system of natural gas transport through interconnection with the Cabiúnas Reduc Gasduc 3 pipeline, in the municipality of Guapimirim.
This project represents another advance for the development of a competitive natural gas market, one of the important features outlined by the regulation of the New Gas Law.
