ANP promoted workshop on the implementation of the Entry and Exit Model in Gas Pipeline Systems in Brazil
The National Agency of Petroleum, Natural Gas and Biofuels – ANP, together with TBG, promoted a workshop to present and provide clarification on the operation of the new model of Entry and Exit to be adopted in the transport system of gas in Brazil.
The workshop followed from the public hearing No. 8/2019, held on April 10, 2019, referring to Public Call Tender No. 01/2019 for the Contracting of Natural Gas Transport Capacity for the Bolivia-Brazil Gas Pipeline to be held by TBG.
Public Call Tender No. 01/2019 was published on August 02, 2019 and can be accessed on the TBG website, where all the information and documents are available for those interested in participating in the Public Call.
The deadline for registration of interested parties is from August 06, 2019 up to August 26, 2019.
The deadline for requests for clarification from interested participants will end on August 15, 2019.
The aforementioned Public Call for the contracting of capacity of TBG pipeline will be the pioneer in this new Entry and Exit System and represents an important step towards the opening of the natural gas market in Brazil, in line with Resolution No. 16/2019, of the National Council of Energy Policy – CNPE.
Several contributions to Tender and the Entry and Exit Contract Drafts made by market agents were accepted by ANP. Among them, we highlight the following:
- Greater definition of the role and responsibilities of the Carrier in the transportation system, in order to promote a greater contractual balance between the Parties;
- Change in the calculation of the financial guarantees to be provided by shippers, in order to enable the insertion of more players in the new system;
- Adjustments regarding the tariff methodology (on this subject ANP issued Technical Note No. 013/2019 to clarify the criteria to be observed).

Moreover, ANP has announced a regulatory agenda, which aims at the issuance of 11 new Resolutions in the next 3 years, in order to meet the claims of the sector.
The ANP estimates that next year, it can promote a new Public Call together with other carriers, such as TAG and NTS.
