Covid-19: New measures to face the emergency situation in the maritime and logistic sector
The Government of the State of Rio de Janeiro published on April 29, 2020, the Decree nº 47.052/20, about new measures of confrontation of the spread of Covid-19 in the state. Such decree provides for the exceptional suspension, until May 11, 2020, of the mooring of cruise ships that have called in states and/or countries that have confirmed cases of Covid-19 or that have declared an emergency situation. The measure is yet to be ratified by the Brazilian National Waterway Transport Agency (ANTAQ). Cargo transportation remains with its activities authorized.
The Federal Government published Decree nº 10.329/20, which expands the list of services considered essential during the pandemic. Among others, are the activities of logistics, production of oil and its derivatives and of chemical products.
Further, the ANTAQ has extended the deadline for another 120 days for Brazilian shipping companies (EBNs) send information to the Navigation Performance System, a port support module, and maintained some other restrictions, such as the presentation of applications in person. The deadlines for administrative proceedings remain suspended until May 17, 2020, when ANTAQ's Board of Directors will meet to reassess the situation.
