Published the Decree that regulates the Green Certificate of Rural Products (CRP)
It was published, on October 4th, 2021, the Decree No. 10.828/2021 that regulates the issuance of the Certificate of Rural Products (CRP) related to the conservation and recovery activities of native forests and their biomes. The so-called Green CRP represents, in practice, an instrument of payment for environmental services (PES), as provided for in Law No. 14.119/2021, which created the National Policy on Payments for Environmental Services as to promote environmental conservation, as well as adoption of technologies and good practices that reconcile agricultural and forestry productivity, with a reduction in environmental impacts.
The CRP may be backed by the following rural products:
- reduction of greenhouse gas emissions;
- maintenance or enhancement of forest carbon stocks;
- reduced deforestation and degradation of native vegetation;
- biodiversity conservation;
- conservation of water resources;
- soil conservation; or
- other ecosystem benefits.
It is a financial instrument aimed at the voluntary market, which must, however, follow all the provisions for issuing a traditional CRP, provided for in Law No. 8.929/1994. The Green CRP, just like the traditional CRP, must be traded on the over-the-counter market, and must be registered before an auhtorized entity by the Brazilian Central Bank in order to be valid and effective. With the Green CRP, the rural producer will be able to seek a way to self-finance for the maintenance of the standing forest.
